JBC energy market coupling paper
In October 2009, the IBEC-CBI Joint Business Council hosted a tri-partite business-ministerial summit in which the Energy Minsters of Northern Ireland, Ireland and Scotland participated. That event aimed to encourage cooperation between the three jurisdictions on energy affairs. Two distinct themes came to the fore during discussions, namely:
- the need for greater alignment between the two electricity trading markets, SEM and BETTA, for the benefit of energy users and providers in each jurisdiction; and
- a framework for the deployment of renewable energy resources in the region.
The event closed with Ministers Mather, Ryan and Foster agreeing to work towards greater cooperation on energy. The three governments have been working collectively on a number of significant initiatives including the ISLES project as well as through the energy work-stream of the British-Irish Council. In addition, business representatives who attended the Edinburgh event undertook to draw up a roadmap for achieving beneficial coupling of the SEM and BETTA wholesale electricity markets. However, the logical next step is for the key issues in this draft paper to be debated by energy users and energy providers across the island of Ireland. We intend to facilitate this through a number of JBC-sponsored events.
- SEM refers to the Single Electricity Market, a mandatory gross pool that has operated since 2007 on the island of Ireland.
- BETTA refers to the British Electricity Trading Transmission Arrangements, a self-dispatch balancing market that has operated since 2005 in England, Wales and Scotland.
- The Irish-Scottish Links on Energy Study (an EU-supported project) will assess the feasibility of an integrated transmission grid in the Irish Sea and off the western coast of Scotland. It is expected that such infrastructure investment, if realised, would facilitate the exploitation of marine renewable energy sources.
